First, rinse the arhar dal in a fine mesh sieve until the water runs clear. Then add the arhar dal, water, and salt to the Instant Pot and stir to combine. Close the lid and set the valve to the sealing position. Pressure cook on high for 10 minutes. When the cooking time is up, quick release the pressure, and open the lid.
Next, add the ghee or oil, cumin seeds, turmeric powder, ginger, red chili powder, and garam masala to the Instant Pot. Stir to combine. Close the lid and pressure cook on high for another 2 minutes. When the cooking time is up, quick release the pressure, and open the lid.
