Instructions
1. Start by making the dumplings. In a medium bowl, mix wheat flour, salt, and 2 tablespoons of oil together until combined. Slowly add a few tablespoons of water at a time, kneading the dough until it forms a soft, pliable dough. Cover the dough and set aside for about 10 minutes.
2. In a large pot, heat 2 tablespoons of oil or ghee over medium heat. Once the oil is hot, add mustard seeds and cumin seeds. Let them sizzle for a few seconds, then add chopped garlic. Fry the garlic for a few seconds, then add turmeric, red chili powder, coriander powder, garam masala, and green chilies. Fry the spices until fragrant, about 1 minute.
3. Add the split pigeon peas (toor dal) and stir to combine. Cook for about 1 minute, then add 2 cups of water and bring to a boil. Reduce the heat to low, cover the pot, and simmer for about 15 minutes or until the dal is cooked through.
4. After the dal has cooked, add 1/2 teaspoon of sugar and salt to taste. Stir to combine, then add the prepared dumplings one at a time. Cover the pot and simmer for an additional 10 minutes or until the dumplings are cooked through and tender.
5. When the dal and dumplings are cooked, turn off the heat and stir in the chopped cilantro. Serve hot with steamed rice or rotis.
